摘　　要：近几年,我国借鉴了西方国家公民参与公共政策制定的成熟经验,逐步确立和完善了我国听证制度。本文从公民参与公共政策制定的重要性入手,提出了我国听证制度中一些有待完善的方面。应加强听证制度统一的立法;扩大行政听证和听证参与人范围;明确听证主持人规定和增强听证笔录约束力。These years, We construct and improve the system of hearings step by step by learning from the experience of the western country in our country.The Article＇s discussion begins with the importance of the citizen participation, put forwards the advice of the shortage of the hearing system.The author considered that we should strengthen the legislation of the hearings, enlarge the area of the hearings and the people who participate in the hearings, clear and definite the question master of the hearings and enhance the binding effect of the notes of the hearings.
