摘　　要：2009年9月1日,国务院发布了《国务院关于开展新型农村社会养老保险试点的指导意见》,开展新型农村社会养老保险试点。这标志我国农村养老保险制度建设进入了一个普惠制养老保障的新时代。然而,新农保还处于试点阶段,需要在实践中检验之后再去普及。因此,本文在充分理解《指导意见》内容的基础上,提出试点过程中应该注意的问题和建议。On September 1, 2009, the State Council started to build pilot programs of rural social endowment insurance by issuing ＂Guidance to Establish Pilot Programs of New Rural Endowment Insurance＂. This marks the rural endowment insurance system in our country has entered a new era of general system of preference. However, the new endowment insurance system is on pilot stage. It couldnt be popularized until being tested in practice. This article, therefore, discussed about the issues and advices that should draw people＇s attention in the process when the pilot programs are carried out.
