私人诊所对村卫生室的影响分析

摘　　要：私人诊所作为农村临床医疗服务的提供者之一，对村卫生室在业务上会产生一定冲击，可能影响到村卫生室的运行方式。本文利用“中国农村贫困地区卫生筹资与组织”研究３０个贫困县１９９４年的调查资料，对有、无私人诊所的村之间村卫生室的服务能力、服务效率、收支状况、服务方式等进行比较，以分析私人诊所对村卫生室是否构成竞争影响。其目的在于为管理者对村卫生室及私人诊所的管理提供依据，提高服务的效率，减轻农民的疾病经济负担。结果表明私人诊所竞争促使村卫生室卫生服务量的提高，促使其服务方式转向经济效率较高的方式，其经济状况有明显改善，但也促使临床服务每诊次费用的提高及在预防保健服务上工作日的下降。The paper analyzed the difference in service and economic condition between the village health posts classed by existence of private practice in the village,using the data of 30 poor counties of in “Health Care Financing and Organization in Poor Rural Area of China Project” to disclose whether these is stimulation to village health post caused by the private practice competing on business. The aim is to provide the some basis for the administer to adjust the correlated policy to make the village health care providers promote efficiency and alleviate the disease economic burden.The conclusion is the efficiency and economic condition of those village health post with competition from private practice is better than those of village health post without competition from private clinics, but the time spent in precaution care provision by the former is less than that of the latter.
