贵州“十二五”新农村建设思路探析

摘　　要：总结贵州在"十一五"期间新农村建设的经验,基于贵州的实情,面对"十二五"的要求和2020年的远景目标,从总体目标、主要任务和建设重点等3方面提出"十二五"期间贵州新农村建设的思路。指出总体目标的设立应从公路建设、水利工程、电视通讯、环境保护、产业发展、扶持项目、科教文化、民主法制、组织建设等方面着眼,主要任务在于缩小与全国其他省、市的差距,建设重点应放在农业生产和农民生活基础设施建设尤其是农田水利建设和村寨道路网络建设,同时还应加强给排水、信息工程、医疗卫生、教育、通讯、娱乐等方面的设施建设。General object, major task and important content of new countryside construction in Guizhou province are suggested respectively in this paper on the bases of the experiences from 2006 to 2010, requirements from 201l to 2015 and the targets by 2020. General object aims at traffic road, hydraulic engineering, telecommunication and television, environmental protection, industrial development, the project of anti-poverty, science and technology, democracy and legislation, culture and the construction of the party. While the major task aims to narrow the gap between Guizhou and other parts of China. And the important content aims at the infrastructure of agricultural production and farmers＇ lives particularly hydraulic infrastructure of farming land and road linkage between villages, in addition to the facilities of sewage, information engineering, medicare, education, telecommunication, entertainment and so on.
