典型国家公务员养老保险模式比较及其启示——以保险与激励(效率)的关系为主线

摘　　要：以经济学中委托-代理模型内生出的保险与激励的关系为主线,分别对典型国家中以英国为代表的福利国家型,以美国为代表的投保资助型,以智利为代表的储蓄积累型中的公务员养老保险模式、基金筹集模式和基金管理模式进行比较,分析其在保险与激励关系上的体现,得出几点启示,从宏观上对我国公务员养老保险模式、基金筹集和管理模式提供借鉴。The paper is mainly based on relationship between insurance and urge,which is changed from trust-representation model in economics and respectively compare civil servant pension pattern,capital raising pattern and capital management pattern among typical countries,such as the welfare country——England,the insurance supporting country——American,and deposit accumulation country——Chili,then analyzes their embodying in relationship between insurance and urge.Finally,the article puts forwards that the enlightenment will guide our reform direction in civil servant pattern,capital raising pattern and capital management pattern macroscopically.
