摘　　要：颁布实施《条例》,是国务院着眼于党和国家事业发展全局做出的一项重大决策。行政学院学习贯彻《条例》,必须切实增强做好行政学院工作的使命感和责任感;必须突出改革创新,认真制定好《实施意见》,切实增强学习贯彻《条例》精神的实效性;必须积极努力,争取各级党委、政府对行政学院的更大支持,切实解决发展中的突出问题。The promulgation implements＂Rule＂,is the State Council focuses in the party and the national workd evelops a major decision which the overall situation makes.The administration institute studies and implements＂ Rule＂,must strengthen earnestly completes the administration institute work the sense of mission and the sense of responsibility;Must reform the innovation prominently,formulates＂Implementation Opinion＂earnestly,the practical enhancement studies and implements＂Rule＂the spiritual effectiveness;Must the great effort,strive for All levels of Party committees,the government to an administration institute＇s bigger support,solves in the development prominentp roblem earnestly.
