摘　　要：北极地区石油污染已成为影响北极生态系统的重要因素。目前,对于国家管辖范围内的石油污染主要通过北冰洋沿岸国家的国内法、区域内国家的协定、软法及国际石油污染防治条约和原则加以规制,对于国家管辖范围外的石油污染主要是适用一般性的国际环境法原则以及污染责任人所属国法律。完善北极石油污染防治法律体系的途径主要包括促进国际合作,大力发展区域性软法,订立专门适用于北冰洋地区的石油污染防治公约,完善各国国内立法以及制定专门性的国家间协定。The oil pollution has been the important damage to ecosystem in the Arctic.Present legal system for prevention of oil pollution in the area under national jurisdiction includes domestic laws of the Arctic coastal countries,bilateral agreements,soft laws and international convention.Legal system for the area beyond national jurisdiction includes the principles of international environmental law and domestic laws of polluters.To improve the Arctic legal system for prevention of oil pollution,the Arctic coastal countries should strengthen domestic legislation,sign special bilateral agreements,develop regional soft laws and make the international convention specifically applicable to the Arctic region for prevention of oil pollution.
