城市土地资源配置优化度评价与分析——以天津市为例

摘　　要：根据土地资源配置的相关理论和文献,构建了土地资源配置优化度评价指标体系,对天津市土地资源配置状况进行了分析评价。从分析结果来看,虽然近年来天津土地资源配置正呈现不断优化的趋势,但总体而言,用地规模呈粗放式扩张,社会和环境效益未得到应有的重视。因此,必须从城市规划、土地利用总体规划等控制性规划出发,对土地供给进行有效、合理地调控,以供给引导需求,提高存量土地的利用效率,实现经济的稳定增长和社会和谐发展。In accordance with relevant theory and literature,the evaluation index system of land resources allocation was built and situation of land resources allocation in Tianjin was evaluated according to evaluation index system.Judging from the results of the analysis,though the allocation of land resources in Tianjin had a tendency to optimization in recent years,overall,the construction land scale was extensive expansion,social benefits and environmental benefits had been ignored as well.Based on urban planning and land-use planning,some steps should be taken such as adjusting and controlling supply of land effectively,using land supply to guide the demand,increasing the utilization efficiency of the stock of land,so as to realize the economical stable growth and society＇s harmony development.
