摘　　要：我国具有开放性、公共意义之现代图书馆创建始于清末,学部在此过程中的作用至为关键。其表现有三:一是颁布《京师及各省图书馆通行章程》;二是创建京师图书馆;三是创建各地方图书馆。The modern library in our country was established in the later Qing Dynasty,which was open and had public significance.The education department played an important role in this process,whose performance had three aspects： firstly,it proclaimed＂the general regulations of the metropolitan and provincial libraries＂;secondly,it established the metropolitan library;thirdly,it established local libraries.
