公共财政与非经营性国有资产的结构演变分析

摘　　要：首先揭示了非经营性国有资产与公共支出之间的线性关系,说明每年公共支出中有多少物化为非经营性资产,然后通过公共支出来研究我国非经营性国有资产的结构演变过程,从中央和地方分布来看,中央投入的非经营性资产主要处于外交、国防等全国性的领域,地方投入主要分布于教育、卫生等地方性事务。从结构分布来看,非经营性资产中的社会文教和行政管理支出所占比重较大,同时存在着支出增长过快的问题。从地区分布来看,东部地区非经营性国有资产中的科教文卫支出远远高于中西部地区,而行政管理支出的差距却较小。The non-profit state assets come mainly from public expenditure.Firstly this article promulgates the linear relation between the non-profit state assets and the public expenditure.Then it studies the structure of the non-profit state assets through the public expenditure.The central government＇s investment is mainly in diplomacy,national defense and so on,the local government＇s investment is mainly distributed in education,health and so on.Social culture and education and the administration disbursement account for the proportion to be big.Education and health disbursement in the eastern area is far higher than the mid-west area,but the administration disbursement disparity is actually small.
