境外电源BOT项目风险管理研究

摘　　要：介绍了中国电力企业开发境外电源项目采用建设—运行—移交方式的基本概念。以境外电源BOT项目为例分析了境外电源项目风险具有的阶段性、复杂性和长期性等特性。从项目开发、项目建设、项目运营和项目移交等4个阶段对境外电源BOT项目风险进行了研究,并对影响境外电源BOT项目开发的政治、建设、生产、市场和金融等主要风险提出了规避策略。The basic concepts in Chinese power enterprises of constructing,operating and handover project were introduced.The international power project was taken for the BOT project as an example to analyze the international projects which have the characteristics of stage,complexity and long term.The international power BOT project risk was researched from the four stages of project namely development,project construction,project operation and project transaction.The avoiding strategy was proposed for the main risk in politics,construction,production,market and finance,which affected the international power BOT project.
