我国农村公共产品供给绩效评价实证分析——以江西省80个县(市)为例

摘　　要：基于数据包络分析(DEA)的二次相对效益评价方法,建立一套适合评价我国农村公共产品供给绩效的评价体系和评价指标,结合江西省80个县(市)的样本数据,分别对我国农村公共产品供给的生产有效性和管理有效性进行评价。评价结果表明,我国农村公共产品供给资金投入产出效率差异较小,提供农村公共产品的努力程度也基本相同;同时,农村公共产品供给资金投入产出效率和提升状况效率存在明显的线性关系。所以,依据评价结果,我们提出了完善对地方政府的考核制度、加大对农村公共产品的投入力度和创新农村公共产品供给制度的政策建议。Based on the quadratic relative effectiveness evaluation method of data envelopment analysis（DEA）,this paper attempts to evaluate respectively the effectiveness of production and the effectiveness of management of public goods supply in rural areas of China by establishing a set of system and indicators suitable for evaluation of the performance of public goods supply with samples taking from 80 counties（cities） in Jiangxi Province.The results indicate that there is little difference between the input and output of supply fund for public goods,and the efforts for providing public goods are basically the same.Meanwhile,there exists an obvious linear relationship between the input-output efficiency and the improvement efficiency.Therefore,in accordance with the results,it is suggested the government should improve the assessment system upon the local governments,enhance the investment for the public goods and innovate the supply mechanism of rural public goods.
