摘　　要：本文从运营监管、网络架构、业务三个层次阐述我国三网融合的工作内涵,分析了三网融合的发展现状,研究总结了当前阻碍三网融合发展的主要问题,最后提出推动三网融合加快发展的对策和建议。This article is an analysis report of an outsider of radio & TV industry, who has systematically thought about Three-Network Convergence. And the article is funded by the State 863 Project of 'Research on Technology Strategy Based on Three-Network Convergence'. This paper describes work content of China’s Three-Network Convergence from three layers such as running supervision, network structure and business, analyses the development status, summarizes main problems blocking the development, and fi nally provides countermeasure to accelerate Three-Network Convergence. Contents described have positive and practical signifi cance.
