论市管县体制下的政府利益冲突与协调

摘　　要：经济转型时期,市管县体制下市、县两级地方政府的利益冲突倍增放大,很多学者呼吁从财政体制上建立省管县体制,逐步代替市管县体制。通过探究市管县体制下市、县两级地方政府利益冲突的本质原因——地方政府的不当竞争,结合当前中国土地市场模糊产权的现实,分析了利益冲突带来的社会福利净损失。运用财政收支模型分析发现,完善财政转移支付制度是解决县级政府财政收支矛盾、实现市县两级政府利益协调的路径。市、县两级政府应在有序竞争基础上加强合作,从正式制度和非正式制度两个方面重构良性竞争秩序。In China＇ s economic transitional period, the city - managing - county system intensifies the conflict of interest between the government in different levels , so scholars appeal to reform the financial system of the city -managing - county system. This article explores the reasons of local beneficial conflict of the city - managing - county system--the improper competitions between the local government. Bearing in mind China＇ s current fuzzy ownership of the land market, we analyze the social welfare net loss through financial revenue and expenditure model. We hold that improving the financial transfer payment system is the means to coordinate the financial benefit of the city and county government . City and county government should intensify their coordination on the basis of orderly competitions. At the end of the article, countermeasures are proposed to reconstruct the orderly competitions between different levels of government from two aspects of the formal and informal systems.
