征收滇池资源保护费的研究

摘　　要：滇池为我国"三河三湖"重点水污染防治流域之一,近年来,人为社会经济活动的影响使水资源系统受到很大冲击,制约了流域社会经济的可持续发展。为了使滇池的水质恢复正常,同时弥补治污资金缺口,目前昆明市提出将向市民征收滇池资源保护费,并拟将此项费用合法化。基于上述情况,对征收此项费用的必要性和可能性进行了分析,认为征收滇池资源保护费是必要的,但必须同时兼顾各方面的利益,以确保费用的征收得以顺利进行;同时将《云南省滇池保护条例(草案)》中确定的征收对象进行细分,提出应依据不同的征收对象而制定不同的征收标准,对征收标准、征收资源保护费存在的潜在矛盾进行了讨论,提出了一定的解决方案。Dianchi Lake is the key river basin water pollution prevention of＂three rivers and three lakes＂ in our country. In recent years, human socio-economic activities impact on water resources system greatly, and has constrained the sustainable development of watershed s socio-economic. At present, in order to restore the water quality of Dianchi Lake, while make up the funding gap, Kunming will levy the resource protection fees of Dianchi Lake from people and legalize the fees. Based on the above, analyzed the necessity and possibility of levying the resource protection fees of Dianchi Lake, and it is necessary to levy the fees, but must also take into account interests of all parties to ensure a smooth collection of the fees. At the same time, subdivided the collection objects in ＂protection of Dianchi Lake in Yunnan Province （Draft）＂, proposed the levy should be based on different objects for different collection standards and discussed the standards; finally, the fees of the potential conflicts were discussed and proposed some solutions.
