摘 要:高校行政化的弊端昭然若揭,追根究底,官僚制文化是高校行政体制和行政化的起源,官僚制的利益规则推动着高校行政化的循环。因此,以高校自治化、法治化改革与高校内部管理体制的去官僚化、民主化与柔性化改革为主要内容的非行政化改革,是我国高校行政体制改革的根本出路。从组织文化的视角来剖析,高校非行政化改革实质是由传统行政型的官本文化向高校自治与法治型、学术独立与自由型以及管理民主与柔性化的人本文化转变。因此,高校需要发动一场秉承大学理念、崇尚大学精神的精神革命,以及相关的制度文化变革与物质文化变革。The drawbacks of university administration are abundantly clear,which originates from and is driven by bureaucratic civilization and benefits for going into the why and wherefores of it.So university non-administration reform should try to realize its autonomy and nomocracy,to get rid of bureaucracy and actualize democratization,flexibility and humanity inside management systems,which is the ultimate route for the change of university management systems in China.From the perspective of organizational culture,the nature of non-administration reform is a transit from traditional administrational culture based on bureaucracy to the flexible culture oriented on humanity which characterizes the autonomy and nomocracy,the independency of academic affairs,and democratic management in universities.Accordingly,it demands a series of reform,including mental revolution in order to follow the idea and advocate the spirit of a university,and relevant institutional culture and physical civilization.
