青海玉树地震灾后恢复重建水利规划简述

摘　　要：简述了青海玉树州水利设施震前及震损情况,阐述了规划指导思想、原则及目标。根据玉树地震灾区灾后重建工作的总体部署,从民生水利优先的角度出发,对乡(镇)村供水、防洪减灾、农村水电、水土保持、农业灌溉、水利系统办公生活设施等方面进行了恢复重建规划。规划实施后,可满足过渡期城镇居民的用水需求,全面恢复和完善玉树州城乡供水设施,保证近40万人用水安全,保障城乡人民生命健康,促进城乡经济社会可持续发展。We briefly introduce the situation of water conservancy facilities in Yushu area of Qinghai Province before earthquake and their damages after earthquake,and the guiding principle and goals of the planning.According to general deployment of restoration and reconstruction in earth-stricken area of Yushu area,in the perspective of prior consideration on livelihood,the restoration and reconstruction work of water conservancy is planned in the aspects of township water supply,hazard prevention and mitigation,rural hydropower,soil and water conservation,agricultural irrigation,living and work facilities for water conservancy system.After implement of the plan,water demand of urban citizens during the transition period can be satisfied and urban-rural water facility in Yushu area can be recovered and improved fully,which ensures water consumption safety for 374.5 thousand people and urban-rural economic and accelerates sustainable social and economical development.
