摘 要:在"空间管制"和"功能区划"的管理模式下,不同功能区域之间的"外部作用"或"外部性"非常明显,如果获益者不补偿,区域协调发展就无从谈起。因此,面对实现区域协调发展这个科学命题和重大实践,生态补偿还要同时解决人地关系中的区域关系,这就是区域生态补偿问题。区域生态补偿是从"区域关系"的角度来研究和操作生态补偿,关注于区域主体,关注于区域尺度上的"生态-经济"过程和资源环境问题,并通过相应的区域政策手段来解决这些问题,是整个生态补偿尺度体系中的重要部分。对于区域生态补偿,区域制度问题就显得尤为重要。强势的地方政府和异常活跃的地方经济,及其形成的"行政经济区域",以及激烈的区域竞争和区域发展差距问题,一同成为当前我国区域制度的核心特征。在这样的区域制度背景下,如何落实区域主体的补偿责任,形成区域间承担责任的机制,就成为区域生态补偿的焦点和难点所在。As the "spatial governance" and "functional regionalization" become important tools for the government to govern and harmonize the economy, and environmental, ecological or economic effect among functional regions are going to be an obvious problem that threatens the harmony between regions. The traditional meaning of ecological compensation always focuses on the human and nature relations. As the harmonizing regional relation has become more and more necessary, coordinating the relationship among regions is a new meaning for ecological compensation, and we called it regional compensation. This paper initially proposes the concept of regional eco-compensation, focuses on the role of region in eco-compensation, and makes it a useful tool to coordinate the relations between regions. Eco-compensation policy is always embedded in institutions so the regional system is important for the regional eco-compensation and sometimes as obstacles for the implementing of regional eco-compensation.
