摘　　要：当前我国高校在科研管理中"重立项、轻管理"的现象比较普遍,对科研项目管理不力,是许多科研项目拖延甚至撤项的重要原因。文章主要借鉴国外研究型大学在科研项目管理方面的做法和经验,建立了一套新的高校科研项目管理模式,该模式便于对高校科研项目实施全过程管理和全成本核算,使项目团队摆脱了繁琐的事务性工作,全身心地投入科学研究,从而促进项目成功和创新性成果的产生。Currently, China＇s higher educational institutes attach more importance to project establishment than to scientific research management. The ineffective management of research projects is one of the important reasons for procrastination or withdrawal of many research projects. This paper uses the practices and experiences of some of the major foreign research universities in the research project management for reference, and has established a university research project management model. This model can be used to facilitate the implementation of the whole process management and full cost accounting in the project management in colleges and universities, and the project team would be able to cast off routine work and fully devote their time and energy to scientific research. Thus the success of the project and innovative production can be achieved.
