摘　　要：20 a"长治"工程实践探索出了一套完整的开展大范围水土流失综合防治的成功经验,包括高层次的领导协调体制,创新的管理机制,国家专项资金引导社会多元化投资机制等,以及综合防治和监测监控相结合的技术路线与方法,将防治水土流失、保护水土资源与发展水土保持产业化和促进区域经济发展融为一体,在实践中培养大批基层水土保持技术与管理人才,形成有很强影响力的"长治"品牌效应。这些经验极大地充实了我国水土保持管理工作和水土保持科学技术的内涵。Through 20-year regulation practice of soil and water conservation in the key areas of upper Yangtze River,lots of successful comprehensive regulation experience of large-scaled soil-water loss control is explored,including high-level leadership and coordination mechanism,innovated management system,diversified investment guided by national special funds,innovated technological route and approach of comprehensive control and monitoring,combination of soil-water loss control and soil-water resources protection with soil and water conservation industrialization and regional economic development,training a large number of grass-root technicians and managers for soil and water conservation,and establishing an excellent brand of the major control engineering of soil and water conservation in upper and middle Yangtze River.The achieved experiences have greatly enriched the connotation of management and technology of soil and water conservation in China.We summarize the explored experience in 20-year practice of soil and water conservation in the key areas of upper Yangtze River.
