摘 要:四川省"长治"工程实施20 a来,健全了水土保持机构,建立了一套技术体系和管理模式,建设了以小流域为单元,以坡耕地改造为重点,以坡面径流为主线,以沟、凼、池、渠、窖、坝、堰为骨干的层层设防、节节拦蓄的综合防治体系,建设了一批示范工程,形成了水保产业格局,治理区生态、经济、社会三大效益显著提高。总结了四川省"长治"工程的成效与具体做法。In the last 20 years since the performance of major control engineering of soil and water conservation in upper and middle Yangtze River in Sichuan Province,the soil and water conservation organization has been established and improved,and a set of technological system and management mode has been formed.A comprehensive prevention and control system,taking small basins as basic element,focusing on slope farmland improvement,basing on slope runoff and taking ditch,pond,pool,cannel,pit,dam and weir as backbones,has be constructed.A number of demonstration projects have been built and the industrial pattern of soil and water conservation has been formed.As a result,the ecological,economic and social benefits in the controlling regions increased.We summarize the achievements and practices of major control engineering of soil and water conservation in upper and middle Yangtze River in Sichuan Province.
