价值、资本与产业重构——基于发展的新概念认识

摘　　要：20世纪五、六十年代后,伴随对全球生态退化、环境污染与社会发展失衡的审视与反思,可持续发展的思想迅速萌芽传播,与此同时,自然生态系统与人类自身对持续发展的重要性得到社会广泛认可,自然资本论与人力资本论迅速发展。以广义资本论为基础,本文将传统的三次产业拓展划分为六次产业,并重新归并为三大类———生态产业、经济产业与人力产业,阐述了各类产业不同的产业范围、生产行为、产业功能和对应的社会需求;进一步,以价值型投入-产出表初步刻画了各类产业间的联系。新的产业分类体系拓展了产业发展的自由度,有利于区域产业优化选择、组织与产业结构调整,并有可能改变传统的递进式经济发展模式,这对我国现阶段产业结构升级与社会转型发展提供了新的思路,为区域更可持续发展提供了理论基础。The significance of natural system and human-self for development,which emphasized in classical economics,was ignored by neo-classical economics.Until the 1950s-1960s,rethinking a series problems of ecosystem degradation,pollution and limited natural resources caused by population explosion and consuption rising after 1950s gave birth to the idea of sustainable development.Since then,the value of the nature and humanself was realized in recent decades and the natural capital and human capital assessment has been given much more interest by ecology,economics and social science.This article re-defined ＂industry＂ based on the extensive capital theory and classified the industry system by the new criterion-ecological industry,economical industry and human industry.Moreover,the cost-benefits of the three industries were analyzed by the method of ＂Input-Output＂.The new criterion expands general industrial system for development,gives more opportunities to regional industrial selection,organization and optimizing adjustment,and possibly changes the traditional economic development model of progressive-style.At the present stage,this new criterion is particularly conducive to China＇s industrial structural upgrading and provides a theoretical basis for a higher degree of sustainable development in a region.
