基于绩效管理的灾区重建项目管理模式研究

摘　　要：针对地震灾区保障性重建项目建设以赈灾应急为目的的特殊性,以绩效管理的基本模型为平台,构建保障性重建项目建设管理模式。通过利益相关者核心利益诉求的识别及均衡确定项目绩效目标,改善项目决策系统。集成代建制和CM模式为保障性重建项目的建设管理模式,实现项目的快速建设。在标杆管理下,采用过程评价实现CM型代建人管理绩效的考评与改善。基于绩效管理视角的管理模式能够有效实现保障性重建项目资金支出的效率、效果和公众满意度。A delivery method for security public projects in earthquake-stricken area is proposed based on performance management for the purpose of disaster relief.By identifying and balancing the stakeholders and its core benefits,the core values as well as the performance goals of these projects are formed,based on which the decision-making system is improved.By integrating agent construction mode and CM mode,CM-agent construction mode is established,in which the fast-selecting mechanism of CM-agent and information sharing mechanism are discussed.Means of process evaluation and continuous improvement of management performance are established.The project delivery method which includes the decision-making system,construction management mode and the performance evaluating system can maximize the effectiveness of limited funds and the public satisfaction.
