“组合竞选制”再思考——兼论农民社区参与能力建设

摘　　要："组合竞选制"创立伊始,便于1989年在安徽省很多县市的乡镇进行试点,距今已有二十多年。组合竞选虽在实践过程中受到很多现实因素的制约,并非一帆风顺;然而,在新形势下,其仍不失为我国完善村民自治制度最好的选择之一。同时,组合竞选也有利于培养农民的社区参与能力。Since the founding of the ＂Combined Electioneering System＂,some twenty years has passed.From the very beginning,the system began to be practiced in many pilot villages and townships in the province.However,there are a lot of realistic factors that restrict the combined election.Thus,some ups and downs have occurred while it was in practice.At the present new situation,it is still one of the most satisfactory options for the villager autonomy systems.As a matter of fact,the combined electioneering is propitious to bring up the farmers＇ capability-building of participating in and managing community affairs.
