摘 要:结合新建沪宁城际铁路Ⅲ标段建设管理实践经验,分析了新线施工与既有线运输间相互影响和制约的关键因素,分别对施工组织与运输组织进行了优化,并考虑施工组织与运输组织的总体情况,在综合协调"点、线、流"三者关系的基础上提出:解决上述问题需要从加强建设施工部门与运输部门的相互配合,科学制定施工组织方案,落实施工计划与安全协议,开展综合施工与全过程协调控制等方面来实施新线施工组织与既有线运输组织的协调管理等措施,以满足提速建设标准,保证工期、质量,确保既有营业线的正常运行,最终实现施工运输整体效益的最优化。Combined with the construction management practical experience of the new Shanghai-Nanjing Intercity Railway Lot Ⅲ,factors that affect and constrain both construction and transport were systematically analyzed,and optimization measures for the construction and transport organizations were proposed.Considering the general situation of construction and transport organizations,some results based on the coordination of the relations among the "point,line,flow" show that: in order to solve the problems,mutual coordination of construction organization and transportation organization must be strengthened,construction plan must be scientifically formulated,construction plans and security protocols must be implemented to realize the coordination management so as to ensure not only the speed construction standards,the construction period and the quality,but also the normal transport of existing line,and realize the overall efficiency optimization of construction and transportation at last.
