摘  要:个人住房抵押贷款保险的主要功能是降低购房借款人的首付款比例。在我国个人住房抵押贷款保险体系的建设过程中,政府应当发挥主导作用,适时组建政策性个人住房抵押贷款保险机构,为广大中低收入者申请高比例的个人住房抵押贷款提供保险,以保障其基本的居住需求。此外,政府还可根据我国住房市场发展的客观需要,鼓励、引导和扶持商业保险公司为中低收入群体以外的符合特定条件的借款人申请高比例的个人住房抵押贷款提供保险。The main function of mortgage insurance is to provide credit support for qualified borrowers applying for low down payment mortgages. In the construction process of China' s mortgage insurance, government should play a leading role, establish policy-oriented mortgage insurance agencies tO provide low down payment mortgages insurance for middle-low income residents so as to ensure their basic requirement of living. In addition, government may encourage, guide and support the development of commercial mortgage insurance according to the actual needs of the housing market of China to provide insurance for the borrowers who meet specific condition and who apply for high proportion of mortgage loan.
