新时期湖南省农村体育发展现状、制约因素与战略研究

摘　　要：采用实地考察等研究方法,对湖南农村体育发展现状调查,发现湖南农村体育设施资源严重不足,体育场所被侵占挪用现象多;农村体育组织以"基层和村委组织"为主,缺乏完善的组织规章制度;农村体育经费缺口很大,与收入增长不成比例;湖南农民体育活动多处于一种"自发"状态。结果表明:湖南农民经济基础薄弱、农民文化素质偏低、城乡体育资源的配置不均、管理体制不健全是制约农村体育发展的关键因素。提出要将体育设施建设纳入"十二五"规划新农村建设中;健全湖南农村体育管理体制,建立农村体育发展保障机制;以传统特色体育项目为龙头,建立综合性、民族性、地方性的体育竞赛制度;整合农村学校体育资源,实施以农村学校体育为主导的区域体育协调的发展战略。An on - the - spot investigation into the status quo of Hu ban rural sports development reveals that Hu＇nan rural sports facilities are far from adequate, lots of sports facilities are usurped and misappropriated, rural sports or- ganizations are lacking in sound rules and regulations, rural sports fund is disproportional to income growth and far from enough, and most rural sports activities are spontaneous. Research findings show that key factors restricting the develop- ment of Hu＇an rural sports include the weak rural economic base, low peasant quality, uneven sports resource distribu- tion among the country and the city, and unsound management mechanism. It is proposed that sports facility construction should be included into the New Countryside Construction Plan, rural management mechanism should be perfected, guarantee mechanism for rural sports development should be constructed and an overall, national and local sports compe- tition system with traditional unique sports events being the leader should be established and the strategy to ensure re- gional sports coordinated development led by rural school sports should be implemented.
