公共图书馆社会价值评估实证研究——兼公共图书馆总经济价值与费用效益分析

摘　　要：从社会经济学视角以科学方法对公共图书馆进行评估,一方面可以让公众知道由他们纳税所获得的公共文献资源管理及服务的价值,同时可以表明公共图书馆在社会增长等方面的巨大效益;另一方面可以为政府和社会投资提供相对科学的参考依据。"公共图书馆社会价值评估"以效用经济学原理为理论依据,以社会身份为主体,运用条件价值评估法,以石家庄图书馆为模本,以问卷形式进行社会调查取得数据,运用数理统计方法分析并得出结论:公共图书馆每年可产生巨大的社会效益,换算成相应的货币量——模本图书馆于2009年的社会效益约合人民币60548400元,其投资回报率为6.05:1(支付卡式问卷)。To assess public libraries with scientific methods from a view of social economics,on one hand,the public may know the value of the management and services of public document resources gotten from their taxes,and enormous benefits of public libraries in social growth can be showed;on the other hand,a relatively scientific reference for governmental and social investment is provided.＇＇The assessment of social value of public libraries＇＇ in this paper takes principles of Utility Economics as theoretical foundation,the social status as the subject,and Shijiazhuang City Library as the model,uses Contingent Valuation Method （CVM） to get the statistics in the form of social questionnaire survey.Then the conclusion is that the public library have enormous social benefits each year,and benefits of the model library in 2009 can be up to 60.5484 million yuan;it＇s Return On Investment （ROI） is respectively 6.05：1（payment card）.
