摘　　要：公共信息服务有开放服务与开发服务两个不同层面。为了推进公共信息服务的深入进行,文章提出要构建一个"五位一体"的公共信息服务体系,这个体系由一个管理与服务理念、一个集成服务平台、一个政策保障体系、一个专业规划与协调职位和一个新的产业方向5个方面组成,并对公共信息服务体系构成要素的基本内容进行了分析。Public information service has 2 various levels--open service and development service. In order to promote the in-depth development of public information service,this paper proposes to build a ＂five-in-one＂ public information service system. This system consists of 5 aspects,a management and service concept,an integrated service platform,a policy assurance system,a professional planning and coordination position and a new direction of the industry. In this paper,the basic contents of the constituent elements of the public information service system are analyzed.
