摘  要:目前,城市滨水区再开发中土地使用功能杂乱,缺乏整体性;结构单一,缺乏长远综合效益。因此,制定科学的土地开发策略,彻底改变滨水地区土地资源闲置势在必行。结合济南市小清河滨水区再开发中的土地开发策略研究,城市滨水区再开发中的土地开发应遵循规划先行,依法开发;注重全面协调可持续发展;尊重自然生态规律;长远开发与延期开发相结合等原则。通过科学开发策略的实施,使城市滨水区土地按照经济、社会、环境等综合效益最大化的目标进行分配和置换,以实现滨水区土地资源开发利用的良性循环。In view of the current situation,the paper argues that laying down scientific land development policy and completely changing the unutilized land resources of urban waterfront is both inevitable and necessary.Be based upon the research on land development strategies in the redevelopment of Xiaoqinghe River Waterfront in Jinan City,the paper proposes that land development should follow along the principles of:planning first,and developing according to the law;attaching importance to all-round,coordinated and sustainable development;respecting natural and ecological law;combining long-term development with postponed development.It goes on to discuss that the implementation of scientif ic development strategy can make the waterfront land distribute and replace in accordance with the objectives of maximizing the comprehensive benef it of economic,social and environment,thus achieving a virtuous circle of development and utilization of waterfront land resources.
