浅析矿业权市场出让制度建设

摘　　要：矿业权市场出让制度自建立以来取得了积极的成效,但也存在一些亟需解决的问题,要适应新情况及时作出调整。文章分析了矿业权市场出让前提和基础,通过对现行矿业权市场出让制度的对比研究,指出出让制度存在的缺欠,对矿业权采用一主一附的划分标准,基于此将矿业权分为两大类四小类,构建了矿业权出让制度体系。The paper analyses the prerequisite and basis of transfer system of mining-rights market.Through comparative study on the transfer system of current mining-rights market,the paper points out the shortcomings of existing transfer system;and adopt a subsidiary and a major criterion.Based on this,the paper divides mining rights into two large classes and four small classes,and establishes the transfer system of mining rights.
