阜新市低保制度对煤炭企业下岗职工就业的影响

摘　　要：以阜新市煤炭企业下岗职工再就业问题调查数据为基础,运用x2检验和φ系数法对阜新市低保制度和就业之间的相关性进行检验,结果表明:低保制度对下岗职工就业并无显著影响。结合阜新市实际,深入分析了阜新市低保对煤炭企业下岗职工就业没有显著影响的原因,阜新市低保标准过低、存在非自愿性失业和煤炭企业下岗职工收入核查困难等原因导致了低保对煤炭企业下岗职工就业没有显著影响。据此,提出了完善低保制度的建议。Based on the data of survey on laid-off coal workers＇ re-employment in Fuxin City,this article tested with x2 statistics and φ coefficient on the correlation between the minimum living security system of Fuxin City and employment;the results show that the minimum living security system has no significance effect on the laid-off coal workers＇ employment.Combined with the city＇s actual situation,this article deeply analyses the reasons why the minimum living security system has no significant effect on the laid-off coal workers＇ employment,thinking the reasons are that the minimum living security system＇s level is too low,presence of involuntary unemployment and it is difficult to check the income of laid-off coal workers.With this,the article proposes several measures to improve the minimum living security system.
