摘　　要：在今天,公共外交被用来概括一国多种行为主体与外国公众互动的各种方式,而文化外交是公共外交之一种方式。但从历史演变来看,文化外交是公共外交的早期形态。本文通过探索英国从"文化外交"向"公共外交"演进的近百年历史,揭示了因为提升本国软实力和改善国际环境的需要,公共外交从国家事务的相对边缘地带逐步走向中心的过程。Today,public diplomacy is a term to describe various ways used by international actors to engage foreign publics,while cultural diplomacy is only one kind of public diplomacy.However,cultural diplomacy was the early format of public diplomacy.This article explores the evolution of the United Kingdom from cultural diplomacy to public diplomacy since 1920s and concludes that public diplomacy as a tool has moved from the relatively marginal area of a nation＇s affairs to its central area.
