摘 要:公共管理与私营管理两个概念间的关系是公共管理研究的基本课题之一。在公共管理理论发展不同阶段,对这一关系有着种种不同解读,但总体可以视为宪政主义与管理主义两种研究路径之争。在管理主义看来,管理就是管理,追求对资源的有效使用是各种管理实践的共同终极目标。宪政主义则认为,公共管理实践及其研究所追求的终极目标并不仅限于效率,社会公平、程序正当等社会性乃至于宪政价值同样构成其价值追求。两类理论都经历了不同发展阶段。但是,20世纪末期以来各国行政改革实践与理论研究却为公共管理与私营管理界限的模糊化提供了动力。The conceptual relation between the public and the private management is one of the core subjects in the study of public management. During the different theoretical stages, there have been different understandings concerning the relations. These viewpoints can be regarded as the path competition between two main study approaches: constitutionalism and managerialism. In managerialist viewpoints, it is the ultimate value both of the public management and of the private management that pursue to the effective using of scarce resources. As to the constitutionalism, what the public management practices and their studies pursue include not only the efficiency value but also such social or constitutional values as social equity,due process, etc. Both the two theory types have experienced several different developing stages. However, both the western countries' administrative reform practices and the relevant studies in the last 20th century help to deepen the ambiguity of the boundary between the public and private management.
