摘　　要：构建双向转诊制度作为缓解群众就医矛盾的切入点,近年来成为人们不断探讨研究的重点。文章综述了双诊制的概念、重要性,比较国外双向转诊模式的差异性,同时结合我国的国情,借鉴其有益经验,就当前存在的问题提出一些措施。其对于完善医疗机构双向转诊制度,降低医疗费用支出,减轻大医院的门诊压力,完善医疗保障制度具有重要意义。As an important measure to alleviate the difficulties of medical treatment,construction of two-way referral system has become the focus for studying in recent years.The concept and significance of dual-diagnosis system were reviewed,and differences of two-way referral patterns at home and abroad were compared.Based on which,and combined with China′s conditions,some countermeasures had been put forward to solve these problems.It should play an important role in improving Chinese two-way referral system,reducing medical expenses and easing the general hospitals′ pressure of outpatient services.
