摘　　要：文章对数字图书馆现有的版权使用方式中面临的困境进行了分析。以此为基础,探讨数字图书馆信息网络传播法定许可制度存在的必要性。然后借鉴版权补偿金制度的思想,构建数字图书馆信息网络传播法定许可制度的一个蓝图,并且设计了数字图书馆负有的义务和相关的配套管理制度,使数字图书馆信息网络传播的法定许可制度更加具有操作性。The article first analyze the dilemmas of now available methods of copyright in digital libraries. Based on it, the authors discuss necessity of statutory licensing system of network dissemination. Then, the authors draw on the experience of the idea of copyright compensation, build a blueprint of digital libraries＇ statutory licensing system of network dissemination, and design the obligation undertaken by digital libraries and corresponding management system, so that it can make statutory licensing with more practicability.
