地方政府财政支农规模变化的调查与分析——以河南、陕西和浙江所属市县为例

摘　　要：本文首先由案例分析显示2003年前后我国地方财政支农资金绝对量实现了快速增长,财政支农资金占财政总支出的比例也有较大的上升。进一步的案例研究表明,财政支农资金在分配、使用与管理方面还欠合理,地方财政收入直接影响到财政支农的投入和配套资金的落实。因此,需要进一步完善财政支农体制,减少支农项目审批环节,做好支农资金整合工作,扩大取消资金配套的项目范围,提高地方政府财政支农的内在动力。Through analysis of the rapid development of the absolute quantity of capital supporting agriculture by local government budget,the paper indicates that the allocation,use and management of the capital of supporting agriculture is still not reasonable,and the income of local government influences directly on the investment of supporting agriculture and its counterpart funding.Therefore,it needs to perfect the system of supporting agriculture by budget,reduce the examining link,integrates the capital of supporting agriculture,expands the scope of reduction of counterpart funding and improve the inner impetus of supporting agriculture by local government budget.
