摘 要:水资源系统规划是根据流域或区域国民经济发展规划及生产、生活、生态环境对水资源的需求,结合区域水资源条件和特点,选择和制定水资源综合开发利用的最佳方案和实施计划,实现水资源的优化配置和高效利用。为了实现水资源的可持续利用,促进我国人口、资源、环境和经济的协调持续发展,需要对水资源进行合理有效规划、研究水资源规划方法。目前水资源系统分析方法很多,比如模型化方法、预测方法、优化方法等,而线性规划法是优化方法中最基本的方法,是数学规划的一个重要分支。线性规划建模相对简单,自1947年美国学者G.B.Dantzing提出求解线性规划的单纯形法以后,线性规划的应用范围便不断扩大,同时也是运筹学中应用最为广泛的一个分支,在水资源系统规划管理中也得到了广泛应用。Water resource system planning is based on watershed or regional economic development planning and production, life and environmental demand for water resources, combine region water resources condition and characteristic, select and set down the best practices and implementation plan of water resources integration development and utilization, achieve the water resources optimization allocation and efficient use. In order to achieve the sustainable use of water resources, and promote the sustainable and coordination development of China's population, resources, environment and economic, which require the rational and efficient planning for water resources and study water resources planning method. At present have many water resources systems analysis methods, such as model- based methods, forecasting, optimization methods and so on, and linear programming is the most basic method in the optimization method which is an important branch of mathematical programming. Linear program modeling relatively simple, after American scholar G.B.Dantzing bring forward simplex method for solving linear programming in 1947, the application scope of linear programming extending, also is a branch of Operational Research most widely used, in water resource system planning and management is also widely used.
