摘　　要：通过分析工程款拖欠问题产生的原因及后果,提出推行业主支付担保制度,从而从根本上解决这一问题。Based on analyzing the causes and the rsults of arrears in contribution of construction ,It developed the engineering employer payment bond ,in ordor to solve the problem fundamentally.
