摘　　要：绩效预算改革是上海市浦东新区综合配套改革的一项重要内容。从2006年开始,新区逐步推行绩效预算改革,将"绩效管理"理念和方法引入公共财政管理,通过率先建立具有浦东特色的绩效预算管理模式,促进政府职能的转变和政府效能的提高。本文通过剖析浦东新区绩效预算改革的特点和成效,在理性分析的基础上提出一些可供我国其他地区深化公共财政改革借鉴的思路。The Performance Budget reform is the important component of Comprehensive reform of Pudong New Area in Shanghai. Since 2006, Pudong government has pushed the reform and established the performance budget system with Pudong characteristics, which can change the government function and enhance the government efficiency. This paper will analyze the characteristics and performance of the Pudong reform, on the base of which, we can find some enlightenment to other areas.
