从非理性民主到理性民主的转向:经济效应角度的分析——以云南省石屏县乡镇“直选”为个案研究

摘　　要：民主是现代社会普通认同的政治价值,它对社会经济发展有着重要的保障意义。然而,由于现代生活的巨大规模、国家机构的日益官僚化、政治决策不断增长的技术性、市民社会向大众社会转变的趋势等因素,使得民主的理性并未实现,非理性民主的经济风险日渐弥彰。因此,从非理性民主到理性民主的转向是当前民主政治建设中的一个重要问题。云南省石屏县直选乡镇长是民主理性进程中的一个重要创新,它不仅深刻透视出当前中国基层民主中的非理性及其经济风险,还为直接选举的成本分析、民主的经济效应分析提供了一个现实平台。Democracy is the common political value in the modern society,gaining the significance in the development of the economy.However,because of the enormous scale of modern life,increasingly bureaucratic national institutions and increasingly growing political decision-making techniques and the tendency of the residential society to the mass society,the rationality of democracy is realized and the non-rationality democracy of the economic crisis become serious day after day.Therefore,the change from the non-rational democracy to rational democracy is the current issue of democracy.＂Direct elections＂ in Shiping County,Yunnan province is an important innovation in the process of rational democracy.It not only reflects the non-rational democracy and its own financial crisis in the grass-roots democracy but also provides a realistic basis for cost analysis of direct election and economic effectiveness analysis of democracy.
