摘 要:在国家电网调度中心提出了智能电网调度技术支持系统框架的基础上,提出如何在目前调度系统实现智能电网调度技术支持系统框架的功能目标。指出可改造PMU使其具有遥信和遥调功能,具备与SCADA和故障录波系统的功能,因此完全取代二者,实现电网数据采集的统一;指出以PI数据库+Oracle数据库作为调度统一数据平台的数据库,以PI数据库存储电网动态数据,以Oracle数据库存储电网模型和结构,实现电网信息的有效处理。在分析了EMS系统、WAMS系统、动态预警系统、发电计划安全校核系统、负荷预测系统的功能基础上,指出可以将上述应用系统实现一体化,在一体化系统中实现上述所有功能,并指出为了实现智能电网应该新开发电网运行方式预安排、电网运行经济分析、在线断面极限功率计算、电网供电能力评估等应用功能。Based on the smart grid plan of dispatching technical support system which is put forward by State Grid Electrical Power Dispatching Communication center,this paper proposes the functional objective about how to realize the smart grid dispatching technical support system plan in the present dispatching system.At first,this paper points out that the PMU can be rebuilt to make it have regulating and control function.So,the SCADA and fault recorder can be replaced by PMU completely to make the data aquisition integrated.Then,the Oracle database and PI database which can be used as uniform platform of dispatching department are indexed.The PI database can be employed for storing dynamic data.The Oracle database can be used for storing electrical power network model and structure.So,power network information can be effectively managed.Finally,based on the analysis of EMS system,WAMS system,dynamic preventive alarm and auxiliary decision system,generator plan security checkout system and power load forecast system,integrating these application system can come true.All function can be realized by the integration system.Also,the new functions such as predicted operation mode of power system,economical analysis of power system operation,on-line section margin power calculating,power supply ability evaluation,etc are indicated.
