摘　　要：长期以来,我们对区域政治发展的认识,受到"行政区经济"的影响。随着区域经济联系越来越紧密,与区域经济发展相对应的地方政府间横向关系已成为现阶段我国区域政治发展的新方向。地方政府横向关系的发展,一定程度上缓解了地方保护主义,促进了市场经济的健康发展。但也不容忽视的是,在中央与地方关系没有完全实现科学化和法制化的情况下,区域合作发展还存在着不稳定、缺乏功能性组织等问题,这给未来中央与地方关系埋下了隐患。For a long time,we understand the development of regional political under the influent of ＂administrative economy＇. With the increasingly close economic ties of regional economic,the horizontal relationships between local governments corresponding to regional economic development has already become a new direction of China＇s regional political development at this stage.The development of horizontal relations between local governments alleviated the local protectionism to some extent and promoted the healthy development of the market economy.But it should not be overlooked is that in the circumstance that the central-local relations has not achieved fully scientific and legalized,there are still problems of unstable and lack of functional organizations and other constructions in regional cooperation and development,which lays hidden danger to the future relationship between the central and local.
