摘  要:长三角地区是我国经济最为活跃,科教最为发达,综合实力最强的区域,在我国社会主义现代化建设全局中具有重要的战略地位和带动作用,国务院要求将长三角建设成为具有国际竞争力的区域创新体系。优良的科教资源,众多的外资企业以及研发机构为此目标打下了坚实的基础。然而两省一市的行政格局会阻碍创新活动的有效进行,因此需要进行跨行政区的区域创新体系建设。以跨行政区的区域创新体系理论对长三角地区创新体系进行了深入分析,包括上海的核心作用,苏浙两省和上海的互动,跨行政区的政府行为,跨行政区的产学研合作和区域基础设施一体化支撑作用。最后提出了几点建议,包括鼓励创新文化、政策环境,加强跨行政区的公共合作,设立跨行政区的创新服务平台,大力推进基础设施一体化。The Yangtze River Delta(YRD)is one of the regions which is the most active in economy,the most developed in science and education and the strongest in comprehensive competition in China.The YRD plays an important leading and strategic role in the modernization process of China,State Council is intending to make the YRD to be an international competitive innovation region.A solid foundation has been made with the excellent scientific and educational resources and a large number of foreign R D institutions.However,the administrative structure of the two Provinces and one municipality would certainly hinder the effectiveness of innovation activities,so the cross-administrative regional innovation system(CARIS)is eager to be built up.This paper has a deep analysis of the YRD innovation system,including the central role of Shanghai,the interactive of Jiangsu,Zhejiang provinces and Shanghai,the government behaviors of cross-administrative,the cooperation of industries、universities、institutes,and regional basis facilities.Finally,several recommendations have been made including the promotion of innovation culture and policy,the cross-administrative co-operation of the public,and the cross-administrative innovation services platform and the integration infrastructure as well.
