浅谈新农合制度下乡镇卫生院道德风险行为的监管

摘　　要：乡镇卫生院服务行为的规范与否直接影响参合农民的受益程度和参合意愿,加强乡镇卫生院道德风险行为的监管已成为完善新农合制度的重要方面。本文主要从参合农民的主体要求、乡镇卫生院产生道德风险行为的外界压力、内在动力及客观条件四个方面分析了卫生院道德风险行为的产生原因、表现形式以及难以监管的原因,为新农合制度的进一步完善提供依据。The normalization of the township health center plays a significant part in influencing the willing of the peasants to choose whether to join the new rural cooperative medical system,and besides,how much would them benefit from it.To promote the new rural cooper-ative medical system,it is becoming more significant to improve the moral hazard behaviors of township health center.Four sections are di-scussed in this paper,which are the demands of the peasants,the outer pressure,inner motivation and the objective conditions of the township health centers＇moral hazard behaviors.To analyse the cause,the manifestation,and the reason that why is it hard to supervision the township hea-lth centers＇ moral hazard behaviors.This essay provides evidence and suggestions for improving the new rural cooperative medical system.
