我国行政监察机制良性运行的路径选择

摘　　要：从运行过程分析,我国的行政监察机制在动力、整合、激励、控制、保障等方面均存在问题。因此,要建立健全动力机制,增强对违法违纪行为的发现力。设置协调中心,建立共享数据库、信息交流平台来强化整合机制。在运用好正激励的同时,发挥负激励的补充作用,激发监察人员的责任心和荣誉感。在加强监察机关内部控制机制的同时,要加强权力机关、司法机关和监察对象的监督。保障监察人员的基本生活条件,人身安全和职业发展使其安心工作、献身监察事业。The problems at these aspects of the dynamical,the integration,the incentive,the control and the assurance mechanism are in the operating mechanism of Chinese administrative supervisory mechanism. So we must establish and perfect the dynamical mechanism,enhance the ability to discover actions of breaking law and regulation. Establish a central coordinating office, databases and information exchange platform to strengthen the integration mechanism. We must make good use of positive stimulus. At the same time,negative stimulus must play a supplemental role. Only in this way can we inspire the sense of responsibility and pride of supervisors. Establish inside restricting structure to enhance internal control at all levels, and strengthen the external supervision of the People Congress, the judicial branch and objects of supervision. Guarantee basic living needs, secure the safety of people lives and professional development to make supervisors to be devoted to the supervision.
