摘　　要：新型农村养老保险制度的实施是我国社会主义新农村建设背景下的一大重要举措,具有重要的现实和理论意义。为保证新农保制度科学有效的实施,需要采取以下措施:充分考虑农民享受新农保金额的实际购买力,建立动态的新农保标准计算体系;健全新农保基金的社会监督机制,以确保新农保基金的安全;关注投保期内农民境况的变化,完善未达到最低参保时限要求的农民参保金过户与返还制度;探索最需要新农保却无力参保问题的解决途径,确保新农保政策涵盖最需要的群体。The implementation of new rural endowment insurance is an important progress in China,especially in the situation of building a new socialist countryside.It is taking the socially vulnerable groups of farmers into account,considered important practical and theoretical significance.To ensure that the new rural endowment insurance is completed scientifically and effectively,the following measures should be taken： Firstly,the farmers＇ real purchasing power should be fully considered,and a dynamic insurance standard computing system should be built.Secondly,a social supervision mechanism should be improved,to ensure the safety of the funds. Thirdly,we should concern the change of the insured farmers＇ life during the period,improve the transfer and return system of these farmers who are under the minimum enrollment,and the requirements of their insured money.Finally,we should keep exploring solutions for these who are in the most need of protection but unable to,and be sure that the new agricultural insurance policy encompasses the most in need.
