摘　　要：我国土地市场建立以来,一级市场得到迅速发展,而二级市场仍处于相对迟缓和滞后状态。然而随着国家经济发展方式转变、产业结构的升级优化,积极推进存量土地流转,加速土地二级市场的发展,也应成为土地管理重要内容。Since the establishment of the land market, primary market develope rapidly, while the secondary market is still at a relatively slow and lagging situation. However, with the transformation of country＇s economic development pattern, and upgrade and optimization of the industrial structure, to actively promote the stock of land transfer and accelerate the development of land in the secondary market has become an important part of land management.
