摘  要:森林生态补偿制度在我国已经践行了5年有余,取得了较好的效果,但也存在很多问题。森林生态补偿制度的主体范围过于狭窄,补偿的客体限于部分树木和其他木本植物,补偿标准确定不科学,补偿金的利益分配不均衡。森林生态补偿制度的完善应当从制度和软环境建设两个方面入手。在制度建设方面,应建立多层次的补偿标准,建立多元化的补偿主体,建立各种地方性、自治性生态补偿条例;在软环境建设方面,应该建立过硬的森林管护队伍,加强群众森林生态意识,积极申请国际组织、非政府组织以及国家的林业项目。The forest eco-compensation fund system had been performed ever 5 years until now in China,by which its aim has been partly achieved successfully though many problems were hidden.The scope of the subject in the system is too narrow and the object is limited to only some kinds of trees and woody plants.In addition,the compensation criteria are non-scientific with irregular distribution of compensation.The perfection of the system should proceed with improving the system itself and software environment.With respect to the improvement of the system itself,the following aspects should be included,i.e.,multi-level compensation criteria,multi-component subject in compensation and various local and autonomous regulations of eco-compensation.As to the soft environment,the forest protection teams should be strengthened with the enhanced eco-consciousness of masses on forest.And it is also required to apply for the forest projects provided by international organization,NGOs and domestic developments concerned.
