河南省公共财政卫生投入状况分析

摘　　要：目的:了解河南省政府对卫生事业投入的现状。方法:采用文献研究、定性研究和定量研究相结合的方法,利用有关数据,建立相应数据库,对资料进行统计分析。结果:2003—2008年全省卫生事业投入占财政支出的比重与人人享有初级保健要求的比重差距大;全省市县级医疗机构所占比例呈逐年下降趋势,乡镇医疗机构所占比例呈上升趋势;公共财政对各级卫生监督、妇幼保健机构的投入总量呈逐年增长趋势;市县级中医院卫生投入总量呈逐年增长趋势,但投入比例变化不大。结论:河南省卫生事业费总体投入不足,投入结构不合理。Objective：To understand the status quo of the input of medical health in Henan Province.Methods：The corresponding data base was established and the statistical analysis to the data base was carried out,through combining literal study,qualitative and quantitative research methods.Results：From 2003 to 2008,the disparity of financial appropriation for operating health expenditure in Henan Province and the appropriation of everyone enjoying the primary health care was obvious.The proportion of municipal and county-level medical institutions had declined annually,and the proportion of rural medical institutions had continued to climb;the quantity of public finance for both health supervising agencies and various health maternity and child care centers had tended to increase year by year,but the proportion didnt have great change.Conclusion：The total investment was insufficient and the distribution structure was unreasonable in Henan Province.
